Electrical Shock Punishment for Kids, Jail for Dad

SHOCK PUNISHMENT: A St. Paul, Minn., man was sentenced to a year in jail and a year on probation for shocking his sons, ages 9 and 11, with an electric dog collar when they lied or didn't read or do sit-ups. Jeffrey Hoveland, 50, said he was guilty only of poor judgement. Hoveland's lawyer, in pleading for leniency at the sentencing Friday, said Hoveland himself was abused as a child when his father would hang him by his ankles and whip him.
